A Jazz de Havilland Dash 8-300, registration C-FACT performing flight QK-8250 from Vancouver,BC to Castlegar,BC (Canada) with 41 people on board, was climbing out of Vancouver's runway 08R when one of the engines rolled back to about 50% power. The crew levelled off at 5000 feet, kept the engine running and returned to Vancouver for a safe landing about 17 minutes after departure.

The Canadian TSB reported maintenance replaced the propeller overspeed governor and the propeller control unit.
