A Dragonair Airbus A320-200, registration B-HSK performing flight KA-637 from Hangzhou to Hong Kong (China) with 71 passengers and 8 crew, was climbing out of Hangzhou when the crew retracted the flaps but noticed the flaps did not reach the fully retracted position and remained jammed somewhere between flaps 1 and flaps 0. The crew decided to return to Hangzhou for a safe landing with normal landing flaps deployed.

Following maintenance the aircraft departed a second time and was again climbing out of Hangzhou when the crew selected the flaps to 0 and the flaps again did not reach the retracted position. The aicraft returned to Hangzhou a second time for another safe landing.

The flight was cancelled, the passengers were taken to hotels and rebooked onto flights the following day.
