An American Airlines Boeing 757-200, registration N645AA performing flight AA-1561 from Miami,FL (USA) to San Jose (Costa Rica) with 91 people on board, was climbing out of Miami when the crew stopped the climb at about 10,000 feet and descended back to 8000 feet advising they needed to return later adding they were declaring emergency due to a flight control problem. The aircraft landed safely on Miami's runway 09 about 18 minutes after departure.

A passenger reported the crew hinted they had problems with the rudder ("there was a fixed rudder"). The flight was cancelled and the passengers were rebooked onto other flights.
