Japan's TSB reported: "At approximately 00:00 on November 28, a construction vehicle entered the runway while a Spring Japan cargo plane was approaching after receiving clearance to land." and opened an investigation.
On Nov 20th 2025 the JTSB stated in a progress note, that it will be difficult to complete the investigation into the serious incident within one year stating, that so far the investigation has determined, that the crew of JA82YA had been cleared to land on runway 01R when the crew spotted a light not belonging to the aerodrome on the runway and queried tower "there is something on the runway, everything okay?", tower could not hear the transmission and responded "say again". At that point the crew observed, that the light that had entered the runway via taxiway B7 was exiting the runway via taxiway B9 and informed tower they would continue the approach. About 65 seconds after the crew had spotted the light the aircraft touched down. The construction vehicle, flashing its amber light, had entered the runway without clearance. After the landing the vehicle again entered the ruwnay without clearance to return. There were nightly works in progress closing the runway, however, that day the works had been postponed, the vehicle driver however had not been informed.
