An Air North Boeing 737-400, registration C-FANB performing flight 4N-452 from Vancouver,BC to Whitehorse,YT (Canada) with 102 passengers and 5 crew, had levelled off at FL320 about 90nm north of Vancouver when the crew received indications that the cabin altitude neared 10,000 feet. The crew donned their oxygen masks and initiated an emergency descent, during the descent the cabin altitude warning horn sounded. The crew declared PAN PAN and received vectors to return to Vancouver. The crew worked the related checklist and discovered that the engine bleed valves had not been switched on. The crew stopped the descent at about 14,000 feet, the cabin altitude began to reduce as pressurization was regained. The crew cancelled PAN PAN, checked their fuel, requested and received a clearance to continue their flight to Whitehorse, where the aircraft landed without further incident.
