A Germanwings Airbus A319-100, registration D-AKNU performing flight 4U-2780 from Stuttgart (Germany) to Budapest (Hungary), was cleared for the ILS approach to Budapest's runway 31L and about to intercept the localizer when the crew requested to cancel the approach and enter a hold reporting a technical problems with the flaps. The crew climbed back to 3000 feet and entered a holding pattern. About 25 minutes later the crew requested to climb to FL100 to reduce fuel consumption and were cleared to FL110. In the hold about 45 minutes after aborting the approach the crew declared emergency reporting they had flight control problems, the left hand flaps were locked in the retracted position and could not be extended, the crew requested to divert to Vienna runway 34 and requested emergency services as well as medical services on stand by advising it would not be a normal landing. The aircraft climbed to FL150 and positioned to Vienna, held at FL070 for another 10 minutes before commencing the approach to Vienna's runway 29. The aircraft landed safely on runway 29 about 100 minutes after aborting the approach to Budapest, radar data suggest a rather normal landing speed (130 knots over ground) at touchdown.

A replacement Airbus A319-100 registration D-AGWS was dispatched to Vienna, resumed the flight and reached Budapest with a delay of 6 hours.
