A Westjet Encore de Havilland Dash 8-400, registration C-GLWJ performing flight WS-3297 from Vancouver,BC to Prince George,BC (Canada) with 78 passengers and 4 crew, was holding at Prince George, when the crew received a runway surface report indicating the runway was covered 70% with ice and associated poor braking. The crew decided to return to Vancouver. On the way back, about 17nm northwest of Vancouver, the DEICE PRESSURE caution illuminated. The crew carried out the relevant checklists, the caution light briefly extinguished and illuminated again. The aircraft suffered vibrations in icing conditions prompting the crew to declare PAN PAN and request an immediate descent to a lower altitude. The aircraft was vectored for the approach and landed safely back in Vancouver.

The Canadian TSB reported maintenance inspected the airframe pneumatic deicing boots and replaced the Delce timer as well as monitor unit. Operational checks showed no further anomalies.
