This non-news made it here because Turkey's Aksam newspaper, and all news services in Turkey and elsewhere copying/pasting(/translating) that story, reported a runway incursion claiming that TC-CPC performing flight PC-159 had descended to 350 feet AGL being cleared to land when the crew spotted another aircraft TC-AAL on the runway, that was crossing the runway without clearance, and went around.
At the time of the occurrence TC-AAL was performing flight PC-2137 from Ankara to Izmir (Turkey) and had just left FL380 descending towards Izmir. TC-CPC on the other hand had landed in Tel Aviv (Israel) as flight PC-779 from Sabiha Gokcen about 15 minutes prior to the occurrence.
The airline confirmed there was no runway incursion involved at all. When the aircraft reported on tower the crew was instructed to continue the approach. About 5km (2.7nm) before touchdown the aircraft was instructed to go around according to standard operating procedures as a crossing aircraft under tow had not vacated the runway at that point, the crew went around accordingly.
