An Air Georgian Canadair CRJ-200, registration C-GXJA performing flight ZX-7318 from Raleigh/Durham,NC (USA) to Toronto,ON (Canada) with 49 passengers and 3 crew, was climbing out of Raleigh/Durham when the crew selected the flaps up but received FLAP FAIL EICAS message. The crew levelled off at 15,000 feet, worked the related checklists verifying the flaps position to be fully retracted via the secondary flight control page and decided to continue the flight to Toronto at normal cruise altitude. Upon descending towards Toronto the crew declared PAN PAN anticipating the flaps would not extend when needed. When the flaps were later selected down, the flaps remained in the retracted position. The crew prepared for a flaps up landing, requested runway 23, the longest runway available, completed the remainder of the flaps fail checklist and landed safely on runway 23.

The Canadian TSB reported (erroneously providing the date Oct 14th 2017) maintenance replaced the Flap Electronic Control Unit, rigged the Brake Position Sensor Units and performed operational tests.
