A United Boeing 737-800, registration N35236 performing flight UA-1559 from Newark,NJ to West Palm Beach,FL (USA) with 87 passengers and 6 crew, was climbing through about FL280 out of Newark when the crew reported problems with the elevators and decided to divert to Dover-Cheswold Air Force Base. The crew advised they could not accept runway 32 offered (length 13,000 feet), they needed an ILS and in particular glideslope indication. ATC offered runway 01 with ILS available (length 9600 feet), which was accepted by the crew. ATC provided the crew with frequencies and final approach fix. The crew requested a 20nm final for runway 01. The aircraft landed safely on runway 01 about 30 minutes after stopping the climb at FL287.
