A Westjet Encore de Havilland Dash 8-400, registration C-FQWE performing flight WS-3459 from Ottawa,ON to Toronto,ON (Canada), was on final approach to Toronto's runway 15R about 1nm before touchdown when tower cancelled the landing clearance and issued go around instructions reporting a vehicle on the runway. The crew initiated a go around, positioned for another approach and landed safely about 11 minutes later.

The Canadian TSB reported the vehicle was a tanker truck involved with construction operations on runway 05/23. NAV Canada reported the truck was not in contact with ground control and had no clearance to cross the runway.
