A Piedmont de Havilland Dash 8-100 on behalf of American Airlines, registration N941HA performing flight PDT-4839/AA-4839 from Philadelphia,PA to Elmira,NY (USA) with 32 passengers and 3 crew, was climbing out of Philadelphia when departure cleared the flight to climb to 12,000 feet but did not receive a reply. The crew subsequently reported they were working on an issue, were reading the checklists and would report their intentions later. The aircraft levelled off at 9000 feet. The crew reported they needed to keep their speed below 160 KIAS, a flight control test was going on. The crew decided to return to Philadelphia. While descending through about 5000 feet the crew declared emergency reporting a hydraulic issue. The aircraft landed safely on Philadelphia's runway 27L, vacated the runway and taxied to the apron.

The airline reported a maintenance issue caused the return.

A replacement Dash 8-300 registration N331EN reached Elmira with a delay of 2 hours.
