An Air Canada Airbus A320-200, registration C-GPWG performing flight AC-1135 from Calgary,AB to Montreal,QC (Canada) with 153 people on board, was enroute at FL350 about 230nm north of Toronto,ON (Canada) when the crew noticed a loss of cabin pressure, which could not be controlled, and initiated an emergency descent. The crew stopped the descent at FL200 after control of the cabin pressure was regained and the cabin pressure stabilized. The passenger oxygen masks did not deploy. The aircraft continued to Montreal at the lower flight level for a safe landing about one hour after leaving FL350.

The Canadian TSB reported the aircraft had been dispatched under minimum equipment list requirements with the #2 air conditioning system inoperative. Following the occurrence maintenance replaced the #1 engine pressure relief valve and the #2 temperature controller.
