A passenger reported the crew announced they had an unreliable fuel quantity indication. They were now topping up their fuel and continue to Dusseldorf.
The aircraft remained on the ground for about 105 minutes then departed Cologne, climbed to FL070 enroute to Dusseldorf and landed on Dusseldorf's runway 23L about 15 minutes after departure.
Following landing in Dusseldorf the passenger told The Aviation Herald, that the captain made an amended announcement stating that "Wasserpartikel im Tank" (water particles in the fuel tank) had caused the unreliable fuel quantity indication earlier.
On Jul 20th 2016 Germany's BFU reported the occurrence was rated a serious incident and is being investigated.
According to information The Aviation Herald received, the aircraft was fuelled in Munich and departed with 8 tons of block fuel.
