A Delta Airlines Airbus A319-100, registration N319NB performing flight DL-1972 from Austin,TX to New York JFK,NY (USA) with 138 people on board, was on final approach to New York's runway 22L when the crew went around from about 1800 feet MSL advising of an indication problem. The aircraft entered a hold at 3000 feet. After levelling off at 3000 feet the crew reported they got a flight control problem and had lots of gas, they would advise as soon as they were ready to commence the approach. A few minutes later the crew declared emergency due to the flight controls issue and requested runway 22R. After working the related the checklists the crew advised they would be landing with "probably no flaps". The aircraft was vectored for an ILS approach to runway 22R, the crew requested the frequency to talk to he emergency vehicles, received the frequency and continued for a safe landing on runway 22R at a higher than normal speed, vacated the runway and advised no further assistance was needed.
