An Air Creebec de Havilland Dash 8-100, registration C-FCWP performing flight YN-704 from Moosonee,ON to Kingston,ON (Canada) with 32 people on board, was on approach to Kingston when the crew entered a hold due to weather and eventually decided to divert to Toronto,ON (Canada). Arriving at Toronto the aircraft was placed into an extended holding, the crew declared emergency due to low fuel and landed safely on Toronto's runway 33R about 3.5 hours after departure (scheduled flying time 2 hours).

The Canadian TSB reported: "The aircraft was placed in an extended holding upon arriving at CYYZ which brought the fuel down to the minimum reserve fuel capacity of 900 lbs."
