A passenger reported they returned to San Francisco because of a "chilled windscreen". The aircraft departed the gate with a delay of about 30 minutes after maintenance had worked on a maintenance issue. About 20 minutes into the flight the aircraft levelled off and the captain announced they needed to return to San Francisco due to a maintenance issue, the heating at the first officer's windshield had failed disabling them to continue to Portland where icing conditions were expected. The crew provided an "aerial tour of the San Francisco Bay Area for the passengers" and landed safely back. A replacement aircraft was already waiting at the next gate and reached Portland with a delay of about 2 hours.
A replacement CRJ-700 registration N787SK reached Portland with a delay of 123 minutes.
The occurrence aircraft was able to resume service 5 hours after landing.
