A Summit Air Charters Dornier Do-228, registration C-FEQW performing flight SMM-206 from Yellowknife,NT to Wekweti,NT (Canada) with 19 people on board, was just levelling off at 6500 feet about 25nm north of Yellowknife when the crew heard a loud thud and experienced violent shaking of the control yoke. The crew countered aircraft oscillations in pitch and roll by application of rudder and elevators, declared emergency reporting a left aileron failure and stopped a climbing left turn by power reduction and rudder application. The crew returned the aircraft to Yellowknife for a flapless landing on runway 34 encountering difficulties in the flare but completing a safe landing.

The Canadian TSB reported that 90% of the fabric of the left hand elevator had torn off and departed the structure. The company grounded their Dornier 228 fleet for an inspection of all aircraft. The TSB reported a similiar incident had happened to another Summit Do-228, Europe's EASA have reported another occurrence.
