An Expressjet Embraer ERJ-145 on behalf of United, registration N14905 performing flight EV-4121/UA-4121 from Newark,NJ (USA) to Halifax,NS (Canada), was descending towards Halifax when the crew stopped the descent at 7000 feet reporting a flaps failure, they now needed the longer runway 23. The crew declared emergency reporting the flaps did not move out of the flaps 0 position. The aircraft landed safely on runway 23 at a higher than normal speed.

The Canadian TSB reported maintenance reset the flaps failure, the flaps tested serviceable and the aircraft returned to service.
