An Air Canada Embraer ERJ-190, registration C-FMZD performing flight AC-607 from Halifax,NS to Toronto,ON (Canada), was climbing out Halifax when the crew declared PAN reporting an icing problem, descended to an altitude clear of icing conditions and returned to Halifax for a safe ILS landing on runway 23.

The Canadian TSB reported the aircraft had departed Halifax under minimum equipment list requirements with the left hand bleed air system inoperative. The aircraft was climbing through FL240 when the crew noticed a problem with the right hand bleed air system, rising cabin altitude and an ECAM indication of a wing anti-ice failure. The crew started the APU and the cabin pressure stabilized. The crew declared PAN, descended clear of icing and returned to Halifax. Maintenance is investigating the occurrence.
