Japan's Ministry of Transport reported that tower had observed birds on the taxiway parallel to the runway about 500 meters before the runway end and requested bird patrol to take care of the birds to ensure they won't get into the way of the arrival. Bird patrol acknowledged, but then radio contact was lost. The aircraft was subsequently vectored for the approach, when the aircraft was on final about 2nm before the runway threshold tower discovered that the bird patrol vehicle had entered the runway without clearance and could not be contacted so that tower instructed the aircraft to go around. The bird patrol vehicle had lost radio contact with tower.
