The Far Eastern Transport Investigation Office reported the crew of the L-410 was not responding to ATC. An investigation into the circumstances of the occurrence has been opened.
On Oct 23rd 2015 the Far Eastern Transport Investigation Office added that the L-410 with 13 passengers and 3 crew did not communicate with air traffic control during approach and landing and thus did not received clearance for the final approach or landing. By the time the L-410 overflew the A320 the A320 had received takeoff clearance. The Far Eastern Transport Prosecution Office have opened criminal proceedings to assess the actions by the crew as well as air traffic control.
