The driver of an airport vehicle requested and was cleaed to proceed on taxiway H to the threshold runway 01, which involved crossing runway 07. The vehicle proceeded across runway 07.
The crew of the Dash 8 observed the vehicle crossing the runway and continued the landing.
NAV Canada reported the vehicle received clearance to proceed along taxiway H to the threshold of runway 01 (no mention of a clearance to cross runway 07). The Dash had already crossed the final approach fix in IMC while on an ILS approach to runway 07.
The Canadian TSB reported the approved routing for the vehicle included crossing runway 07. The crew observed the vehicle crossing the runway, continued the approach and continued the landing when it was assured that no conflict existed anymore. NAV Canada (ATC service provider) is conducting an internal investigation for an operational irregularity.
