An Endeavor Canadair CRJ-900 on behalf of Delta Airlines, registration N936XJ performing flight 9E-3952/DL-3952 from Knoxville,TN to Minneapolis,MN (USA), was climbing out of Knoxville when the crew stopped the climb at 6000 feet reporting problems with the flaps. The aircraft entered a hold for the crew to work checklists. The crew subsequently inquired about availability of ILS, approach indicated that an ILS was available on runway 23L but runway 05R was active. The crew indicated that the needed the ILS, they would do a pretty high speed on the approach due to the flaps problem. The aircraft landed on Knoxville's runway 23L at a higher than normal speed about 45 minutes after departure.
