An Expressjet Embraer ERJ-145 on behalf of United, registration N21129 performing flight EV-4509/UA-4509 from Newark,NJ to Portland,ME (USA) with 55 people on board, was on approach to Portland maintaining 3000 feet and about to join a downwind, when the crew reported they may need to divert due to a flaps problem, a first computation of required runway length (longest runway available 7200 feet/2195 meters) suggested they could not land in Portland. The crew subsequently decided to divert to Manchester,NH (longest runway available 9250 feet/2820 meters), climbed the aircraft to 6000 feet, declared emergency reporting they would have no flaps for landing and diverted to Manchester requesting runway 35 at Manchester. The aircraft landed safely on Manchester's runway 35 at a higher than normal speed and taxied to the apron.

The remainder of the flight was cancelled.

The occurrence aircraft remained on the ground in Manchester for about 15 hours before resuming service.
