A Southwest Airlines Boeing 737-700, registration N223WN performing flight WN-3828 from Chicago Midway,IL to Tulsa,OK (USA), had been cleared to line up runway 31C and wait. The aircraft taxied into position and waited.
A short time later tower cleared Southwest Tree Eight Two Eight for takeoff runway 31C without delay. Two aircraft acknowledged the transmission making the readback unreadable, tower repeated: "Southwest Tree Eight Two Eight, cleared for takeoff runway 31C, no delay". Again two aircraft read back, Southwest getting into the clear during readback of "eight two eight".
A few seconds later the controller realized that two aircraft were rolling and called "STOP! STOP! STOP!" effectively halting every movement on the airport. Both aircraft rejected takeoff and stopped safely.
Tower subsequently confirmed that Southwest had been cleared for takeoff, but Delta also rolled.
DL-1328 departed about 30 minutes later and reached Atlanta with a delay of 10 minutes.
A replacement Boeing 737-700 registration N410WN departed as flight WN-3828 about 3:45 hours later and reached Tulsa with a delay of 220 minutes.
N223WN resumed service about 11 hours after rejecting takeoff.
Review of ground frequencies during taxi of both aircraft to their departure runways revealed, that ground control was aware of the similiar callsigns of the two aircraft and advised Delta: "Delta thirteen twenty eight, be advised, some more callsign on frequency is Southwest thirty eight twenty eight ..." which was acknowledged by Delta "we'll be aware". Shortly after ground control advised: "Southwest thirty eight twenty eight, be advised, some more callsign on frequency is Delta thirteen twenty eight ..." acknowledged by the crew "We'll be aware". Both aircraft were on ground frequency during both these transmissions.
