An Air Tindi de Havilland Dash 7-100, registration C-GCPY performing a flight from Yellowknife,NT to Ekati,NT (Canada) with 4 people on board, reached the top of descent to Ekati. When the crew reduced engine power for the descent the outboard left hand engine (PT6A) remained at cruise power of 3800 ft-lbs. The crew verified the engine was responsive above 3800 ft-lbs but would not reduce below, then requested to return to Yellowknife. When reaching the top of descent towards Yellowknife the crew shut the left hand engine down following the fuel control unit failure checklist and landed safely back in Yellowknife.

The Canadian TSB reported that company maintenance found the fuel control unit at fault and replaced the unit.
