A Jazz de Havilland Dash 8-400 on behalf of Air Canada Express, registration C-GGOY performing flight QK-8539 from Toronto,ON to Thunder Bay,ON (Canada) with 72 people on board, was climbing out of Toronto's runway 05 when a passenger reported the inboard right main tyre had blown during the departure roll. The crew stopped the climb at 13,000 feet, burned off 3000 lbs of fuel and returned to Toronto for a safe landing on runway 15L about 90 minutes after departure.

The Canadian TSB reported maintenance replaced both right hand wheel assemblies and completed a burst tyre inspection of the aircraft.
