Lufthansa CRJ7 at Katowice on Jul 5th 2014, lands on runway under construction

On Aug 7th 2014 the Polish State Commission on Aircraft Accident Investigation (SCAAI) released their preliminary report in Polish reporting, that due to the work in progress the ILS Category I was not in operation at the day.

Upon contacting approach the controller asked the crew whether they would prefer a visual approach, which the crew agreed with.

While on approach the aircraft flew through rain showers which limited the visibility. The runway lights as well as the PAPI of the existing runway were operating at maximum intensity.

Tower relayed current runway conditions which was acknowledged by the crew.

When tower noticed the aircraft had touched down on the runway under construction instead of the existing (operative) runway, he radioed the crew about obstacles on the runway and the necessity to stop as quickly as possible.

The aircraft touched down on the right half of the runway (the left half still under construction), rolled out and came to a safe stop. The passengers disembarked onto a grassy area between old and new runway from where busses took them to the terminal.

Following safety actions were taken as result of the occurrence:

Airport:
- improve and maintain runway closed markings, the operator introduced correct runway closed markings and changed the colour of the markings to red at both thresholds and in the middle of the new runway
- use of warning lights on the closed runway
- sent out reminders to all operators of the runway under construction and its location
