A UTAir Boeing 737-500, registration VP-BFO performing flight UT-439 from Moscow Vnukovo to Tomsk (Russia) with 99 passengers and 7 crew, approached Tomsk's runway 21 when upon descending through about 600 meters (2000 feet) the crew reported a hydraulic problem, aborted the approach and entered a hold at 600 meters. About 15 minutes later the crew indicated they could not resolve the hydraulic problem and had an unsafe indication for the left main gear and decided to perform a low approach to runway 21 to have the position of the left main gear inspected from the ground. Following the low approach ground services reported the left gear appeared to be in position. The crew positioned for another approach to runway 21 and landed safely on runway 21 about 20 minutes after the low approach and about 40 minutes after aborting the first approach.
