An Expressjet Embraer ERJ-145 on behalf of United, registration N16151 performing flight EV-4237/UA-4237 from Chicago O'Hare,IL (USA) to Toronto,ON (Canada) with 51 people on board, was on approach to Toronto when the crew received a flaps fail message. The crew stopped the descent at 8000 feet, worked the relevant checklists and declared emergency. The aircraft landed safely at a higher than normal speed about 35 minutes later.

The Canadian TSB reported that maintenance was unable to duplicate the problem. The aircraft was ferried to Knoxville,TN (USA) for further inspection.
