A Jazz de Havilland Dash 8-100, registration C-GANS performing flight QK-8751 from Montreal,QC to Val d'Or,QC (Canada) with 17 people on board, was in the initial climb out of runway 24L when at about 1000 feet AGL the left hand engine's torque indication surged to 152 percent. While the crew worked the related checklists attempting to diagnose the problem the torque indication began to fluctuate. The crew declared emergency and returned to Montreal landing safely on runway 24L about 14 minutes after departure.

The Canadian TSB reported that the connector of the #1 digital electronic control was contaminated and was cleaned. The #1 torque split control unit was replaced.
