A Pascan Aviation Avion de Transport Regional ATR-42-300, registration C-GPEA performing flight P6-6835 from Sept-Iles,QC to Wabush,NL (Canada) with 16 passengers and 3 crew, was enroute at FL190 about 50nm south of Wabush when the crew found the thrust lever for the right hand engine stuck at 68 degrees. Due to inclement weather at Wabush and Sept-Iles as well as the possibility of a single engine landing the crew decided to divert to Quebec City,QC. While descending towards Quebec the problem resolved itsself and the crew regained full control of both engines. The aircraft continued for a safe landing on Quebec's runway 24 about 135 minutes after the decision to divert.

The Canadian TSB reported maintenance determined the teleflex cable of the thrust lever had jammed due to frost, a service difficulty report was filed.
