A Far Eastern Air Transport McDonnell Douglas MD-83, registration B-28025 performing flight FE-191 from Kaohsiung (Taiwan) to Guiyang (China) with 140 passengers, was enroute at FL320 about 100 minutes into the flight when the crew detected a thunderstorm cell ahead, requested and was cleared to deviate around the cell. While deviating around the cell the aircraft encountered hail which cracked the outer pane of the right hand windshield. The crew worked the relevant checklists, descended the aircraft to avoid icing conditions and verifying Guiyang was their nearest airport available continued the flight to Guiyang for a safe landing about 150 minutes after departure. The aircraft sustained damage to the nose cone and the first officer's windshield.

Following checks the aircraft was released to perform the return flight FE-192 with the cracked windshield under minimum equipment list requirements limiting the aircraft to 10,000 feet. The aircraft departed for the return flight with another 140 passengers and a delay of about 2.5 hours, and reached Kaohsiung with a delay of about 3 hours.

In response to an outraged Taiwanese press claiming the return flight was potentially unsafe Taiwan's Civil Aviation Authority stated, that according to aircraft maintenance manuals a dispatch to return to the home base with a windshield, the outer pane of which has been cracked, is permissable and safe if conducted according to minimum equipment list requirements set for such a case.
