An Air Wisconsin Canadair CRJ-200 on behalf of US Airways, registration N425AW performing flight YX-3706/US-3706 from Philadelphia,PA (USA) to Halifax,NS (Canada), was climbing through 10,000 feet out of Philadelphia when the crew reported problems with the anti-ice systems and stopped the climb at 12,000 feet requesting lower, the aircraft subsequently descended to 6000 feet with the crew reporting they were now out of the icing and returned to Philadelphia for a safe landing on runway 27L with emergency services on stand by.

A passenger reported the captain announced they were returning to Philadelphia, the passenger overheard cabin crew discussing that there had been three warning bells indicating the de-ice did not work.
