A Horizon Air de Havilland Dash 8-400, registration N428QX performing flight QX-2386 from Seattle,WA (USA) to Victoria,BC (Canada) with 60 people on board, was on approach to Victoria in an area where minimum vectoring altitude was 4600 feet when air traffic control cleared the flight to descend to 4600 feet. The crew read back 4000 feet which was not caught by the controller. When the aircraft descended through 4100 feet the controller instructed the aircraft to climb back to 4600 feet. The aircraft continued for a safe landing at Victoria.

The Canadian TSB reported NAV Canada, air traffic control provider, is conducting a level 1 operational safety investigation.
