A Jazz Canadair CRJ-200, registration C-GOJA performing flight QK-8491 from Washington National,DC (USA) to Toronto,ON (Canada), was on approach to Toronto when the flaps did not extend, the crew received a "FLAPS FAIL" message. The crew discontinued the approach, declared PAN PAN and entered a hold to work the checklists. The aircraft landed safely on runway 24L at a normal speed about 25 minutes later.
