Jazz CRJ2 at Moncton on Jan 23rd 2019, one wing stalled 10 feet above runway

A Jazz Canadair CRJ-200, registration C-FDJA performing flight QK-8850 from Ottawa,ON to Moncton,NB (Canada) with 17 people on board, was in the flare to land on Moncton's runway 24 at about 13:17L (17:17Z) when the right hand wing suddenly dropped at about 10 feet above the runway causing the right main gear to touch down first followed by the left main gear and the nose gear. The aircraft rolled out without further incident.

The Canadian TSB reported the flight crew performed an immediate inspection of the aircraft and noticed accumulations of ice on the leading edges of both wings. Descending towards Moncton the aircraft had descended through clouds at speeds above 230 KIAS at ambient temperatures below 10 degrees C. The aircraft flight manual did not require selection of wing anti ice at airspeeds above 230 KIAS. The ice detection systems had not indicated any presence of ice, maintenance confirmed the ice detection systems were working normally. The flight data recorders were removed from the aircraft, the recordings confirmed the right wing did stall in the flare. A consultation with the manufacturer as well as a SMS review is ongoing.
