A Sunwing Boeing 737-800, registration C-FTDW performing flight WG-802 from Vancouver,BC to Toronto,ON (Canada), was climbing out of Vancouver when the crew interrupted the climb at 8000 feet due to being unable to trim the aircraft via the electrical switches. The crew worked the related checklists and continued using the manual trim. The crew consulted with the operations center and ATC and it was determined that it was possible to continue the flight at a lower level below RVSM levels. The aircraft continued the climb to FL270 for the enroute portion of the flight. Descending towards Toronto ATC advised that runway 15L, that had been planned, was no longer available, runway 23 was in use, the aircraft was number 6 in sequence. As fuel computations had shown the aircraft was able to land in Toronto just with the minimum required fuel reserve intact (following the low level cruise), the crew declared PAN PAN and was cleared for the ILS approach to runway 15L. The aircraft landed safely on runway 15L.
