A Porter Airlines de Havilland Dash 8-400, registration C-GLQO performing flight PD-229 from Halifax,NS to St. John's,NL (Canada) with 67 people on board, was climbing through 11,000 feet when the crew received an unsafe cargo door indication. The crew advised ATC and decided to return to Halifax. Descending through 4000 feet the cabin depressurized rapidly. The crew requested emergency services on stand by and continued for a safe landing.

The Canadian TSB reported maintenance found the cargo door handle had moved out of its flush latched position which allowed the cargo department's pressure to decrease. The aft cabin bulkhead blowout panel dislodged because of the pressure loss in the cargo compartment.
