Aeroflot A320 at Dusseldorf on Sep 24th 2017, on final approach near collision with ultralight aircraft

An Aeroflot Airbus A320-200, registration VQ-BSE performing flight SU-2154 from Moscow Sheremetyevo (Russia) to Dusseldorf (Germany) with 156 passengers and 6 crew, was on final approach to Dusseldorf's runway 05R descending through about 2800 feet MSL, when an ultralight aircraft, an ASSO V, crossed through the approach path causing a TCAS resolution advisory to climb with the A320 and a short term conflict alert at the ATC radar desk. The A320 complied with the TCAS resolution advisory and climbed the aircraft clear of conflict. The A320 positioned for another approach and landed safely on second approach, the ASSO V continued their flight to their destination.

Germany's BFU reported in their September 2017 bulletin released on Feb 28th 2018, that the minimum separation between the two aircraft reduced to 100 feet vertical and 0,8nm horizontally, following the A320 TCAS climb the A320 overflew the ultralight with 600 feet vertical and 0,07nm horizontal separation.

The conflict occurred in Class D airspace, all aircraft operating within the airspace need to communicate with ATC and need to be cleared even though IFR traffic is separated only from IFR traffic with traffic advisories given for VFR traffic. The ASSO V was not in communication with ATC and had not been cleared to enter Class D airspace. The pilot recognized his error only after seeing the A320. The pilot (57, license for ultralight aircraft, 1170 hours total, 370 hours on type) told the investigators that the circuit breaker for radios and navigation equipment had tripped in flight forcing him to navigate with the ICAO charts on board.
