A Westjet Encore de Havilland Dash 8-400, registration C-GVWE performing flight WR-3427/WS-3427 from Quebec City,QC to Toronto,ON (Canada) with 82 people on board, was descending towards Toronto when the crew elected to enter a hold for 35 minutes due to significant weather. The crew subsequently decided to divert to London,ON (Canada). On approach to London the crew declared fuel emergency and continued for a safe landing on runway 33 about 40 minutes after the decision to divert and about 3:10 hours after departure.

The Canadian TSB reported the aircraft landed with less fuel remaining than the required minimum fuel reserve.
