A Skywest Canadair CRJ-700 on behalf of American Airlines, registration N771SK performing flight AA-3096 from Sioux Falls,SD to Chicago O'Hare,IL (USA) with 65 people on board, was enroute at FL290 about 70nm southwest of Rochester,MN (USA) when the crew declared emergency reporting a fuel imbalance causing control difficulties, they could only perform right hand turns to avoid added control problems. The crew decided to divert to Rochester (active runway 31), where the aircraft landed on runway 13 about 25 minutes after leaving FL290.

A replacement CRJ-700 registration N765SK reached Chicago with a delay of about 4:20 hours.

The occurrence aircraft is still on the ground in Rochester about 21 hours after landing.
