The Captain declared a PAN PAN call with Scottish ATC and asked for a priority landing at Dublin. Although the crew had only declared a PAN, Scottish ATC instructed the crew to squawk 7700. The aircraft made a normal approach and landing at Dublin and all passengers disembarked normally."
