A SAA South African Airways Airbus A340-600, registration ZS-SNI performing flight SA-204 from New York JFK,NY (USA) to Johannesburg (South Africa), was climbing out of New York's runway 31L when the crew reported they had a flap retraction fault and requested to stop climb at 12000 feet and maintain 200 KIAS while continuing their departure route. After working the checklists the crew reported they could not move the flaps either in or out, the flaps were stuck, and they needed to dump fuel and return to New York. The aircraft dumped fuel at 9000 feet and returned to New York for a safe landing on runway 31L about 90 minutes after departure.
