Pegasus B738 near Moscow on Nov 2nd 2016, descent without clearance results in TCAS RA

A Pegasus Airlines Boeing 737-800, registration TC-CPA performing flight PC-884 from Istanbul Sabiha Gokcen (Turkey) to Moscow Domodedovo (Russia), was descending towards Moscow cleared to maintain FL120, however, descended to FL110.

A UTAir Boeing 737-500, registration VP-BFS performing flight UT-561 from Moscow Vnukovo to Grozny (Russia), was cleared to climb to FL110 out of Vnukovo Airport and was about to level off at FL110.

Both aircraft received and followed TCAS resolution advisories. After being clear of conflict both aircraft continued to their destinations for safe landing without further incidents.

Rosaviatsia (Russia's CAA) reported that there was no risk of a collision, though the Pegasus Boeing descended about 1000 feet below cleared flight level, separation between the two aircraft was no longer ensured as result. Media reports in Russia suggesting there was a dangerous closure of the aircraft involving the risk of a collision were incorrect.

Position data transmitted by the transponders of both aircraft suggest that the separation between the aircraft was 3400 feet and 14.4nm at 12:37:03z, 400 feet vertical and 5.9nm at 12:38:01z and 1000 feet and 3.3nm at 12:39:03z.
