An Expressjet Canadair CRJ-900 on behalf of Delta Airlines, registration N195PQ performing flight EV-5360/DL-5360 from Detroit,MI (USA) to Toronto,ON (Canada), had landed on Toronto's runway 24L and vacated the runway via high speed turn off D4. ATC instructed the aircraft to hold short of runway 24R which was properly read back by the crew.

A Jazz de Havilland Dash 8-400 registration C-GGFP performing flight QK-8918 from Toronto,ON to Quebec,QC (Canada) with 63 people on board, was accelerating for takeoff from runway 24R at the time the CRJ-900 crossed the hold short line.

The Canadian TSB rated the occurrence an incident involving a risk of collision. Tower queried the Canadair whether they would stop, the aircraft came to a stop partially beyond the hold short line.

NAV Canada reported the aircraft came to a stop with the nose wheel past the hold short line.
