An Air Canada Rouge Boeing 767-300, registration C-GHLQ performing flight RV-1810 from Toronto,ON (Canada) to Cancun (Mexico), was climbing out of Toronto when the crew stopped the climb at 7500 feet due to a trailing edge flaps asymmetric indication, flaps and slats stopped retracting at about 4 degrees. The crew worked the related checklists, consulted with maintenance and dispatch, then decided to return to Toronto for a safe landing on Toronto's runway 15L about one hour after departure. The aircraft taxied to the apron.

The Canadian TSB reported the crew considered the wet runway and the pending overweight flaps up landing and therefore declared PAN.

A replacement Boeing 767-300 registration C-FJZK reached Cancun with a delay of 5 hours.
