An Air Canada Embraer ERJ-190, registration C-FHJJ performing flight AC-542 from Seattle,WA (USA) to Toronto,ON (Canada) with 90 people on board, was enroute at FL310 about 40nm northeast of Green Bay,WI (USA) when the crew received a Bleed 2 Leak EICAS message and indication of climbing cabin altitude prompting the crew to initiate an emergency descent to 9000 feet. The aircraft continued to Toronto for a safe landing on runway 24R about 70 minutes later.

The Canadian TSB reported the aircraft had been dispatched with the air conditioning system #1 inoperative under minimum equipment list requirements. Maintenance discovered the cross bleed valve clamps were loose. The clamps were tightened and the number 1 fan air valve was replaced.
