A Sky Regional Airlines de Havilland Dash 8-400, registration C-FSRZ performing flight RS-7523 from Montreal,QC to Toronto City,ON (Canada) with 41 people on board, aborted the approach to Toronto City Airport. On climb out the crew was unable to retract the flaps and decided to divert to Toronto's Lester Pearson Airport because of the longer runways available. The aircraft landed safely on Pearson's runway 15L about 30 minutes later.

The Canadian TSB reported maintenance found the flap control circuit breaker tripped and reset it. Operational checks of the flaps showed no further fault, the aircraft was returned to service and has not experienced another flap problem since.
